The Oregon HISPC Project was a collaborative effort of the Oregon Health Care Quality Corporation and the Office for Oregon Health Policy and Research to keep Oregonians health information private and secure in the move towards the electronic exchange of health information. Within the broad arena of health information exchange (HIE) the Oregon Health Information Security and Privacy Collaboration (HISPC) explored the issues of privacy and security.

In 2005 the Oregon Health Care Quality Corporation paired with the Oregon Asthma Network and Oregon Diabetes Coalition to pilot efforts to build the capacity and connectivity in Oregon that is needed to support high-quality, cost-effective care for people with chronic conditions. This partnership tackled the task of creating and sustaining a tracking system to manage care at the point of service in order to support an on-going partnership between patients and their providers.
