Payment Reform

Payment reform initiatives in Oregon have reached the critical point for implementation. Under the Health Leadership Taskforce, private sector health plans and physician leaders have agreed to the broad architecture for a reformed payment structure for primary care with a chronic care management emphasis. The Oregon legislature has mandated specific structures and processes under the Health Authority to implement medical homes and support payment structures for Medicaid, public employees, and the public insurance pool. Physicians in the Better Health Initiative have advocated for a new model of redesigned primary care. It is critical that technical specifications for these efforts be aligned so that the delivery systems and payment structures can evolve successfully to meet the visions. Results of the Oregon Payment Reform Summit demonstrate that this community is ready to proceed.

With funding from Robert Wood Johnson Foundation, Partner for Quality Care will staff a multi-stakeholder Payment Reform Technical Specifications Coordinating Council. This Council will establish community-wide specific measures, measurement processes, and implementation details for a menu of reformed payment packages that ensures: efficiency outcomes, comprehensive care coordination, improved quality, and successful transition funding for selected clinics. Partner for Quality Care will then support partners’ reformed payment initiatives with measurement implementation and evaluation.
