Partner for Quality Care: Information for a Healthy Oregon, a collaborative initiative managed by the Oregon Health Care Quality Corp, brings together health plans, purchasers, the public, and primary care practitioners to measure and improve health care quality in Oregon. The initiative embraces a three-pronged approach: measure the quality of health care; help practitioners use quality measurement information to improve systems of care; and engage patients in taking an active role in contributing to quality health care. Although the United States has one of the most technologically advanced health care systems in the world, it relies predominantly on a 19th century record keeping system. Electronic health records that can exchange information across delivery settings will help improve the quality and efficiency of clinical care. The Oregon Health Care Quality Corporation is working collaboratively to make Oregonians’ health record information available to them and their providers anytime and anywhere it is needed, while assuring that records are confidential and secure at all times. The Oregon Health Care Quality Corporation works with many partners to create a regional, sustainable oreganization to manage health information exchange.
